Advice Needed

Hi Everyone!
So, I have been actively being artsy and drawing again. I haven't put anything up since the family scanner is wacky and my brother took my nice new one to school since it's the only other printer we have. Anyways, since I've re-booted my artist in me, I was thinking of advertising pet portraits at the animal clinic I work part time at and for commissions on here to earn some extra cash.
I guess my question is, how much to charge? I was thinking of limited it to color-pencil or pencil before I advertised paintings. What do you guys think? Any suggestions would be helpful!
Also, if this unexpectedly took off, I was thinking a website for a portfolio would be useful. How would I go about doing this? Sorry for all the questions!
